Android Update 4.3

I am experiencing a glitch. Notifications of something I downloaded a month before the update keeps popping up. I can clear the notification and sometimes they reappear immediately. Other times, it waits a whole 3 minutes before going off and appearing again. So I went and deleted the file. Still sends notification of something that is no longer on my phone. I have restarted my phone, still there as the phone comes on. Shut the phone off for 5 minutes, still same thing.

Any suggestions on how I can get rid of these would be greatly appreciated.
