Answer calls with text

Can someone please tell me how to do this? I have been swiping up and nothing happens. What am I doing wrong? Any help will be greatly appreciated.

I always thought you could do this with Gingerbread too. I thought you just tap the "Menu" button (the capacitive one on the bottom of the phone) when someone was calling and it would send a pre-written text to whomever was calling.

Not that I'm aware of. Doesn't mean it doesn't exist though. Would be a cool idea for an app.
