Any way to disable pop up now from popping up?

I have pop up note checked off so when I take out the s pen it doesn't pop up but it still does. Anyone else having this problem?

I experience the same problem even though I have 'Open Popup Note (when the pen is detached)' disabled. This option seems to work until you make a phone call and then detach the S-pen which opens a Popup Note which blocks all of the options underneath the Popup Note. So you have to manually close the Popup Note, before you can manually tap on the keypad icon, so that you can get your 12-digit phone keypad back, so that you can "press 1 for this, or 2 for that, or 3 for something else"! This is clearly a software defect that needs to be fixed as soon as possible!
