Anyone know how to disable this?

I mustve done something because it wasnt happening till a few weeks ago. I cant deal with it any longer, every single text I get this pop up and cant find the option to turn it off. This is the stock Samsung messages app.

I see what you mean , if you turn off read messages,looks like a bug , keep it on lol

I think Samsung Messages app wants you to confirm from the settings itself. Open Messages, tap on the three vertical dots-Settings-Chat settings. You should see a toggle for Send read receipt, then toggle it to your desired option. Hopefully, that should stop the unwanted pop-up.

For whatever reason that toggle is grayed out and I cant change anything but it's set to off

Is your advanced messaging enabled? You might also need to enable WiFi calling as well.
