APN settings

I am trying to set an APN on my Samsung Charge. When I go to the Settings/Wireless & Networks/mobile Networks/ there is supposed to be an APN setting, but there is not. How do I correct this, so I can set the APN for a carrier, or is it even necessary?

in the dialer type in *#9900# at the bottom of the list you will have the option to enable the apn menu as well as a carrier menu.
