ARCHIVED: APN Settings?

No matter where I look i cannot find the APN settings. I have tried looking under "mobile networks" but noting like that is there. I hate having to pay for data and having no way to fix it. Is there a special hack to find and adjust the apn settings or maybe a new nightly update?

Google search for a program called anycut.apk and install it. From your launcher's widget menu (if you're running ics or JB) long-press the anycut icon and drop it on your home screen. Choose "activity" then click "APNs." Click "OK" and enjoy your new apn shortcut

Use Voice Dialer app and say "APN Settings". You will be sent to the APN settings section of your phone.
