Question App Confirmation Notifications aren't going away like they used to

Been a Samsung user for decades, a few weeks ago, my old S10+ started displaying a confirmation Notification on the screen that covers up the app itself, it will NOT go away in a couple seconds like it used to. It don't matter what the app is, it is occurring on all of them.

We have two other phones, both are S10e and do not have that problem.

I thought the S10+ was having a heart attack, so I bought a S21 to get rid of the problem.
Well, the issue is still with me.

I am wondering if a virus, bug? was transmitted from the S10+ to the S21 via Smart Switch?

here is a typical display, it takes about 10 minutes for the damn notification overlay to go away.

I have exhausted just about every conceivable way of turning OFF notifications, and this one ignores everything I do.

as you can see, WiFi calling is OFF, it was on with the new phone, and I turned it OFF, but the display is still there.

Go to settings>accessibility>advanced settings>time to take action make sure it's on default?

Plug in the Charger, and I get a notification that the charger is not the correct one, that damn overlay stays there for another 10 minutes.

Damn, how did I miss that?
and how the devil did I accidentally turn it on.
I wasted a lot of money getting a new phone.

Lot of people go through settings including myself sometimes change things then forget it happens.

I try to remember to take Screenshots when I make changes, guess I missed that one.

but, my 81 y/o eyes are having troble seeing the menus anymore.

I have to change the Font size to twice what most people want.
