Welcome to Android Central! If you swipe down the notification panel, do you see it there as well? If so, long-press it, then tap App Info.

Swipe down the notification panel, long-press the notification, and tap App Info. If this isn't your phone, then ask the phone's owner to do it. Or just ask the phone's owner what app they're using.
