Applying Theme effects notification

If I'm on Twitter spaces or streaming on chrome on android 9.0 and uptodate chrome browser, I often get a top of the screen notification message for a few seconds saying Applying theme effects.

If I just leave it the phone goes to a black screen.

Unsure what to do.

Is that in the status bar, or is it a "toast" notification that appears in the middle of the screen?
