Are apps on the desktop(s) always running?

Sounds silly but when I run Astros process explorer, I see all of the apps listed that are on my desktop(s), all screens (I'm running dxTop). So if I place a shortcut to an app, like the market, it shows as running (or consuming some memory).

I am assuming a "shortcut" is just that ..
