thats because you are running a custom ROM.My galaxy tab 10.1 has 4.2.2 on it with multi user.

custom rom can only be added to devices which the developer support, mostly popular devices.what is a custom rom?
and is it possible to add this function on any tablets by myself? do i have to pay for the software, etc?

Currently yes. That and the Nexus 7. Those are nexus devices and they get automatically updated by Google, who push out the new features in Android. Since multi-user support is a new feature, those devices only have it. The Nexus 4 on the other hand is a phone which is the game as the Nexus 7/10 in terms of getting new features, but Google has made it so on stock mobile phones can't have users.so it seems that nexus 10 is the only choice now?
Definately, user support is a big feature that I am thinking a lot of companies are going to get into.when will other tablets will be able to have the latest android system?
