For locked devices, each provider has to approve. That can be very fast or very slow.

So far, only the UAE Note9s have received the update. Other than that it was only pushed to beta users.

It's highly unlikely that the update will be pushed to the general population before the S10 pre-orders have been registered. They're not going to push Android 9 and the exact same UI the new phones will have before actually selling the new phones. That would be nuts - nobody would want to update if you can have last year's phone with the same experience.

I think they planned for pie to be out a month before S10. Not to hold it back for that. Some ligic hiccups emerged? Getting it out to more people would mean more testing.

Beta testing helps but it isn't

Stable is just a mile marker.

Installed the official UAE release to my UK unlocked. All worked a charm.
More 960F OXM counties now getting it ota today it seems.

Loving it so far. Lots of little design changes. System wide dark mode is great.
Camera Redesign is fresh.
All good so far.
