Yup and the lack of support of certain advanced features causes issues for users bringing their own devices to AT&T. With my T-Mobile branded Note 4 that I brought over unlocked I would have frequent issues with MMS and group messaging with other users on other networks while I was on AT&T. Same with my Google purchased Pixel XL. I took my Pixel XL to T-Mobile network and had no such issues (didn't format the phone or reset it, just simple sim swap). Moved to Verizon and there too no issues. Proof positive for me at least that it does matter where you get your phone if you happen to need to use a carrier that doesn't fully embrace unlocked devices on their network.Although AT&T will tell you that the Pixel is more than welcome on their network, AT&T's archaic policy is to deny certain features on BYOD (bring your own device) phones. Unfortunately, one of the features that AT&T chooses to reserve exclusively for their own AT&T branded phones is WiFi calling. The exception to this policy is the iPhone, probably due to Apple's considerable market clout. So, yes the phone is very capable of WiFi calling on the AT&T network, but no... AT&T will not permit it to use that feature.

Well, unit costs are probably slightly higher. The smaller pixel 2 is more a HW refresh, stands to reason that the costs outside of the storage bump are close to the same as last year.
