Assistive Light LED

I have reached out to Samsung, who replied with the following:

"We should inform you that this is default that the Assistive light is output is less than the Camera flash, as the camera application need more light to capture a picture with clarity in dark. We would have surely helped, if we had any option regarding this. "

Anybody know why the Assitive Light on the S4 has so many unnecessary permissions? And by "so many" I mean an insane amount. On Nova Launcher I dragged the widget from the app/widget drawer into "app info" out of curiosity and was blown away with what I read. And you can't disable it either. Now I'm thinking of rooting just because of it. Or am I paranoid? I use the Nexus Flashlight app because it doesn't have ANY unnecessary permissions like Tiny Flashlight used to have. After many (many) complaints Tiny Flashlight also took away a huge list of unnecessary invasive permissions. I still don't use or trust it though.

All the apps I have tried are not in the same class as the assistive light. They are all too slow as you have to switch the app on and then the light after the app has loaded. Assistive light widget just sits there waiting for a touch and it immediately turns on, and on my Ace 2 it is a brilliant light. The one advertised earlier uni flashlight takes 10 times as long to light up

^ I have the same issue. By the time the torches installed from playstore come on the night is over... I've tried about dozen of them. I asked the question on XDA. If anything useful pops up, I'll post here.
