AT&T Galaxy Note 2 - Update

Updated to 4.1.2 but I am missing the notification panel under display. How do I get it?

I would try a hard reset. Sometimes updated do not take until this is done.

Were we suppose to get the notification pannel? I don't see it under mine as well..

GN2 with 4.1.2 missing way to change notification bar, settings>Display>-----NO 'notification panel' CHOICE.
I did the factory data reset, lost all my aps by doing so, but no change on notification panel missing issue. Is factory data reset same as hard reset?
