AT&T is offering the Galaxy Tab 3 7.0 for free (terms apply)

There has been a decent amount of discussion regarding the $49 Sprint deal for the Galaxy Tab 3 7.0. It looks as if AT&T is offering a deal too:

I prefer the Sprint deals as it doesn't also require the purchase of a phone...

My question is why are both carriers trying to offload low-cost Galaxy Tab 3s. The skeptic in me is suspicious. They offload the Tab 3 and then lock you into a contract with it. Hmmmmm....
Offer the Note 8.0 with the same deal and I may look at it a little differently.
