i understand this but a dev edition should be s-off right out of the box. i could just use htc-dev to unlock the bootloader if i wanted.

From what I remember you had to register at the HTC dev site or something.
funny thing is i was reading the dev version is only fully compatible with att and in some areas on t-mobile, for sprint and verizon it doesn't even support their type of network.
I'll check the pre-order page at midnight I guess!
im almost 100% positive a dev edition will come fully s-off or it's pointless for the devs lol. yes with an unlocked bootloader you can flash roms but you still don't have total s-off control over the phone or partitions. trust me im not new to the android scene.

Pre-orders are always random.. The company first announce they will sell the phone.. Then the pre-order comes within any time after that.. it could be a few days, weeks, months..
Once pre-orders go live its usually one or two weeks after the pre-order date it goes live.. Like the Blackberry Z10 pre-order date was the 12th.. and gets released a week later
