If I am not mistaken, Verizon Phones are unlocked and an AT&T SIM card should work correct?

That said, how are updates handled? By IMEI correct? So if and when Verizon pushes an update, a Z Force Droid on AT&T should still get the update, correct?

Possibly. If not you can always take the sim out and check for update over wifi. That would work. Something like this happen with the Moto X Pure Edition where cdma carriers got marshmallow first then GSM carriers got it but the work around was to check for update over wifi

Thanks...will give it a try...we are ending up with a spare Z-Force and going to let an AT&T user give it a shot... :)

Verified...AT&T SIM works perfectly in a Moto Z Force. You will get two NOT A VERIZON SIM messages when you reboot but that's it.

source? has it always been this way?

I used to have sources, but can't find them at the moment. For a carrier-proprietary phone like the Droids, Verizon must approve an update in their testing labs. Then they give the go-ahead to Motorola (or whichever OEM) to actually start pushing the update. It's usually pushed out to a small percentage of IMEI numbers randomly the first few days, then gets pushed to more, then is finally available to every IMEI to pull at any time.
