at&t's approach to unlocked devices

at&t used to be the carrier you approached with you unlocked GSM phones. Now with advanced LTE services they seem to be trying to "discourage" BYOD. The list of devices that at&t allows to use their extra goodies is pretty anemic. As of now, I only know of the sim free iPhone, the HTC A9 and 10. I wonder what the deal is. HTC managed to throw in VoLTE with the 10 on at&t but the google pixel is left out in the cold. Is it at&t with crazy hoops to jump, or the unlocked manufactures being lazy. This is a growing frustration for a loyal at&t customer especially with greener pastures growing larger around me.
 
I actually filed a complaint with the FCC over this. My Nexus 5x gets none of these modern services, yet I still have to pay the same rate for my sub-standard service. I don't know if my complaint did any good. I did have a phone conversation with a manager at AT&T, but they said they would not be changing their policy or giving me a discount.
