Att Enhanced LTE services on s8 plus problems

Anyone having issues with hd voice or enhanced LTE services on . I can't make a phone call . ATT reps can't figure it out but I can't make a phone call with it on .(get can't make a phone call recording when I try to) switched 4 Sim cards new Everytime, won't work different cities I've visit so not a tower issue , Tech support said everything on account looks good and everything turned on . I've factory reset my phone too and att erased my number and reinstalled to my account . Lost ,help !
