Today when I attempted to open Google Play store got the above message. Clicking on learn more takes you to a google support page which says you go into settings, wireless, data usage. It provides an alternative but neither of these operations can be found on this phone.

Running 2.3.4 OS. Any ideas?

We cannot see the error message.

Here is the solution according to Google:

Turn on background data

To use the Google Play Store Play Store app, you'll need to turn on background data on your device.

Here's how you can turn on background data.

Open your device's main Settings menu.
Under "Wireless & networks", select Data usage.
Touch the Menu menu icon (depending on your device, your Menu icon may look different).
Make sure "Restrict background data" is unchecked and "Auto-sync data" is checked
Note: On some devices, your background data options may be under Settings > Battery & Data Manager > Delivery > Background data.
