Question Backing up a system app?

On my Pixel 7Pro, I use the default phone app, specifically com.google.android.dialer version 174.0.764060808. Is there some method, OTHER THAN the default google cloud-based backup, to backup the app (so that I can copy the data to a new phone)? I thought about using adb, but that which I have read suggests that adb backup might not work with Android 16.
 
Curious, why do you want to backup the dialer app? I'm guessing you want to save things like your call history, well really that's all that I can think of that you'd want to save, regular backup does this. Your contacts are backed up through your contacts app and Google account, call history is already a backed up category, the only thing you would be backing up would be the app settings and there's only 5 of those anyone changes, if they change any at all.

The call history is backed up with SMS Backup & Restore. What I would like to get are the contact and the list of blocked numbers.
