Backup restore to new xperia misses apps and data

I have an Xperia xz1 compact that is dead,but I have a recent backup on Google drive.
When configuring the new Xperia 1, and choosing to restore from backup, it shows 33 apps can be restored.
Once they're restored, there is no app data. Logging in to the apps,they're completely fresh.

If I reset the phone, go through the configuration, skip the restore and let the phone finish setting up,then choose finish configuration, I then select restore from Google backup with the same account, and hey, now there are 128 apps that can be restored.
Restoring those results in the same - all apps have no data.

Does anyone have an idea of what is happening here, and suggestions for recovering the data?

Welcome to Android Central! It's up to the app developer to decide if they want to utilize Google's backup system, and if so, what data they backup. Unfortunately, as far as I know, there's no easy way to figure that out. I never rely on Google Backup for crucial 3rd party app data. If I have an app with important data, I check to see if there's an option to export or sync that data somewhere.
 
Yes, I'd expect basic things like contacts and phone logs to restore -- just not all app data.

When you mention the 128 apps that can be restored, are you sure it doesn't just mean that there are 128 apps that it knows you installed before? It might just be a list of previously installed apps, rather than actual app data that's backed up.
