Bad app scanner?

Is there any way to scan the phone to find out if any apps are responsible for messing the phone up? I've searched the forums but I couldn't find anything. I remember something related to this being posted some time ago.

Watchdog app will monitor apps for excessive CPU usage based on what threshold you set. Apps running rogue in the background can cause battery life and lag issues.
