I think it's going by serial number. The first phones that were sold are getting the update first. I got the phone on launch date thanks to my pre-order.

My wife just got her s4 a month ago and her update is ready to download.

Download for update started at 10:55pm. It is very slow as others mentioned before.
Edit: 10 minutes in I'm only at 2% / 20 mb. Gonna be a long update. I'm on 35mb/s charter internet, definitely an at&t server struggling somewhere. I'm getting a ball park 1% every 4-5 minutes

Go to Settings...More...Date and Time. Turn off Automatic Date and Time. Then set it a day ahead manually. Next go into Software Update and Check for Updates again. Should start downloading.

AT&T: 1998 called and it wants its slow DSL back!! Update: averaging about 70-75 KB/sec down. At this rate looking at 160-170 minutes total.

I'm on charter 30mbps speed and I started the download 15 minutes ago and already 20%!! This is pretty decent compared to my previous experience with 4.2 update.

About 35 min in and I'm at 59% on my second try at this download. Last one got interrupted for some reason. At this point I gotta just stay up till its done lol

Update has definitely added a boost in speed in all the right places ... Most importantly in the gallery app. I expected to see the 360 panoramic photo mode but don't see it... Damn
