Yup, pretty much malware/adware. I'd run Lookout's Ad Network Detector to see if anything pops up.

I downloaded a game for my son. And just closed out this warning didn't click fix now and deleted the recently downloaded app but its still happening. Will clearing cache fix or do I need to do factory reset ?

You're probably going to have to do a factory reset unless you install a mobile security app like lookout or avast, which might help get rid of your malware

Before the factory reset try the malware/adware removal tools available on the Play Store. Most are free.
