Battery Full Charge?

Why is my phone now saying that the battery is fully charged, and showing the blue LED if my battery reader program only lists it at 95%? It used to always say full. Also, it has said 80 once and then when I wake the phone up it says 82!
 
Once it says it is fully charged, unplug and replug the USB cable until it says fully charged again. You can repeat to increase the max percentage for your battery. Letting it charge for many hours after it says full seems to help as well.
 
I can only get to 100% using the extra stand alone battery charger I bought at sprint.
 
Same with me. I usually get to 97% at a full charge.

It's got to be in the SS programming. More than likely, the rate of charge begins to decrease as it nears 100%. OR, it could also reduce the rate of charge corresponding with the temperature of the battery. Which would explain why unplugging/re-plugging, and using the stand alone charger will alleviate this. It may even be a combination of the two. I've noticed these phone do run VERY hot. My first unit shut down on me one afternoon, while I was charging during heavy use (GD ANGRY BIRDS!)
 
Is it safe to keep the phone plugged into the charger even after the light is blue?

I noticed my phone will get really hot after leaving it on the charger after it's "fully charged." Somewhere in the neighborhood of 50*C from a battery temperature monitor.
