my Battery has been occasionally draining, even while plugged in.

the Phone will eventually died and shut off, even when it is plugged in,

when it shuts off, the screen will be blank with battery inserted. When battery is removed a battery outline with a flashing ? appears, but screen goes back to black when the battery is inserted. Is this the phone, charger, or battery?

Combination of charger and what's running on the phone. The phone draws a fixed amount of current. If it's using more than that to run apps, there's nothing left to charge the battery. Run Ampere to see what's happening.

ok, i ran ampere as you suggested, and saw it spike at 4830mA, what could be drawing that much power? but most of the time it was between 10mA and 160mA
