Battery Voltage

I noticed that directly after charging the voltage output by the battery is around 4000mV however after rebooting the phone it is around 3600mV. Is this normal and does it effect battery life at all?

i get 4rhs of use on my battery. Charged its at 4200 reboot then its at like 4100 ish
