I've been having mobile data battery drain issues since installing the February update. It's eating up around 20% in any given 24 hours, just on standby.

That percent usage of Mobile Network sounds normal. Mine ranges from 20 to 30%, and the overall battery life remains great. What are your real world battery statistics? How long is a charge lasting, and with what kind of usage?

I don't have any specific numbers, but before the February update I was able to get to the end of the day 9 times out of 10 with at least 40% battery left. Since the update, my usage hasn't changed but I'm down to 20-30% battery around late afternoon dinnertime. I attributed it to mobile data because none of the other usage percentages have seemed to change.

Funnily enough though, after joining the beta program yesterday and installing Android 12L, it seems my battery life has gone back to normal (no more fast drain), yet mobile data is still holding steady at 21%.
