Actually I'm still correct. The $250 off that Best Buy gives you is a down payment on the phone, not a recurring bill credit. Combined with the $450 I got for my S8+, that would equal to $700 off the phone as down payments, not as recurring bill credits. Yes, this does effectively lower the monthly cost of the phone, but you can pay it off at any time for the $300 price.
If you don't believe me, here's a picture of my verizon account online showing that I have paid $600 to date (I did the deal 2 weeks ago when the discount was $150, not $250).View attachment 293587

You also get $200 of an unlocked full retail price. Also the Galaxy Watch is $70 off. I will definitely be choosing Best Buy over Target. I don't believe Target has the 46mm Galaxy Watch on sale. Just the 42mm Galaxy Watch.
