Is *228 used to update the PRL, or is it like the Thunderbolt, where the PRL is on the SIM card (automatically updates)?
 
SIM card like the Thunderbolt.

Is there information regarding that that is in an easy to read format? I'm very used to just dialing *228 out of boredom every few weeks "just because" but if thats not going to be the same on the Bionic, i'm all ears :) (or in this case, eyes)

I was told by a Verizon tech that the SIM card will update the PRLs on its own. I've noticed my PRL number has changed since I got my Thunderbolt so it must be true. It makes switching phones a lot easier that's for sure.
 
I read somewhere that if you try to do the *228 it will fry the SIM card. Don't quote me on that though.
