Bixby just reinstalled itself, etc.

So last night I force stopped, disabled, and uninstalled the updates to All Things Bixby including global Service, home, and voice and tonight just now I watched Bixby reinstall itself on my phone with all the services -- any idea how to stop this from happening again? I thought that was a pretty darn permanent way to stop Bixby??
