Blue LED light always on when screen is off on Galaxy S9

Whenever the screen is off on my Galaxy S9 the blue LED light is always on. Not blinking or anything, permanently on:

I have cleared all notifications, blocked toolbars from showing up in notifications, turned off alarms, so there is absolutely nothing in the notifications bar that should be triggering this:

The light does not show when the screen is on and I am using the phone. It is only on when the screen is off. I do not want to hide LEDs from appearing when the screen is off as I would still like to use that feature for app notifications. But the always on blue light takes precedent over any notifications if I had them anyway.

Any ideas?
 
At a guess, it's a firmware bug that will be cleared up at the next update or a bug in an app. (The LED is supposed to flash or a notification.) Have you tried restarting in safe mode to eliminate the possibility that it's an app?
 
I did reboot into safe mode, the issue went away, restarted in normal mode and it came back. Rebooted in safe mode again, issue went away, restarted in normal mode and it did not come back. Weird. The only other thing I have played around with is turning on and off Nova launcher but the issue persisted using default Galaxy launcher and Nova launcher is running now without the issue.
 
Does the same on my new S8 and just started today. I'm doubting it will be "cleared up" in an update as very few are experiencing this issue so to them, there is nothing to fix.
