Bluetooth Transfer of Contacts

What should be a simple operation has left me with huge frustration. I have 2 identical Nexus 7 Tablets, both with the same OS. I have paired them and the pairing number for both showed correctly identical. I entered all my contacts on one tablet and I am trying to transfer them via blue tooth the other one. Both have blue tooth turned on, both have FNC turned on. I go to "people" on the one with the contacts, touch "share" then touch "Bluetooth" then touch the tablet listed as the intended receiver tablet, and a tiny arrow at the top of the tablet flashes like it is transferring. There is also an arrow on the receiver tablet, like it is receiving. After about 1 minute, I get a message saying similar to "not successful". On the tablet that I tried to transfer to, I get a message "unsuccessful". After trying several names, I get a list of those names on the tablet that I am trying to transfer to, saying "Transfer cancelled by User" under each name that I tried to transfer.

I cannot see any other setting that could affect the transfer. Any help would be very much appreciated.
 
Assuming you are using the stock contacts app and you have a gmail account, assuming both pads are on the same google account they should sync automatically via Wi-Fi. I have a 10" Asus and Nexus 7 and they stay in perfect sync by themselves along with my Gmail account and Android phone. Same for Calendars.
