Bookmarks in Chrome Browser

I want to do something really simple in Chrome:
Create a new folder of bookmarks and place web page bookmarks in it. I want the folder to be under ?Bookmarks?. But, Chrome is only letting me create it under the folder ?Bookmarks > Moble bookmarks?. WTF?
If it matters, running 4.2.1 on Asus TF700.
Any help appreciated.

create the folder in Chrome on your PC. then sync Chrome on your PC with Chrome on your mobile device and all of your bookmarks/folders will show up. do not create it on the mobile device - create it on the PC.

A possible solution, I suppose. But, it assumes I have or want to have Chrome on my PC.
