boost can not keep lies straight

my girlfriend for some reason can only recieve phone calls when she is already on the phone. if her phone is just sitting on table and someone calls it never rings just all of a sudden she gets voicemail notification. she checks VM just to hear that is left 30 minutes prior to her getting notification. now she has called Boost and they keep telling her there are tower updates or a power outage in the area. she been dealing with this for about 1 year now of the same excuse when there is a problem. not recieving calls just started about 4 months ago. what we find funny is i have Boost as well and the same phone ZTE Warp and i do not have those problems. she even went to store and exchanged her old Warp for a new Warp 4 days ago and still same problem. Boost has reset the phone reactivated the phone and nothing works. this morning she was on phone for over 1 hour trying to get it fixed or atleast an answer. keep getting transfered to numerous people giving same excuse of power outages in area. 2 people today told there is no problems in our area and her service is at full strength and should not be having any problems then they put her on hold and transfer her to a different person that tells her there is an outage. i was wondering if rooting the phones and switching to the better Sprint towers would help these problems
