Not unless you root and add a custom boot animation. I prefer it silent though.

Go to settings >sound > screen lock sound, if that is what you are referring to....

They are talking about boot up sound. The Evo 4G has startup sound but the 3D does not.

I have jad 3 and none of them have sound if your pgone is set to vibrate before reboot
