Where to begin!

This is the third time I've dealt with this issue. Last time, I sent my tablet in for repairs, and they did the same exact thing I did previously (re-imaging it), which obviously hasn't resolved it. It will boot up the Google icon, then the Nexus icon...rinse/repeat.

I mainly play emulators on my tablet, but this issue also happened outside of the emulator. I never let the battery die out completely, and never let it sit on charge for extended periods of time. I've never rooted it, or tinkered with any of the settings. I've waited till it's fully charged to boot it up...no dice.

What I'd like to do at the very least, is pull a backup of the files from the tablet. I've tried accessing the Recovery Mode via Fastboot, but it says 'No Commands'.

Here's the rundown:
I know it's not in USB Debugging Mode, as I've tried running the Nexus 7 Tool Kit to try and backup the files off it, and it just sat there at 'waiting for USB Debugging'.
I'm not sure what ASUS put for my Android version, but the assumption is 4.2.2.
Fastboot screen displays LOCK STATE - LOCKED.
I can sometimes access the lock screen, but after 10 seconds, it goes back through the bootloop.

Is there any way of recovering the data off of it? I want to avoid having to send it in, as I'm sure they'll just rewave the device again. If it's necessary, I'll root it and put CFW to get the files.
