Bottom Lights On/Off Conditions?

The LED lights behind the bottom buttons often seem to be off even while my screen is on. This can be quite annoying, as it can be difficult to find the home and menu buttons in the dark. Does anyone know how the Thunderbolt decides whether these lights should be on or off?

This is really starting to aggravate me. I am starting to wonder if there isn't some sort of issue with my phone. Does anyone else have this issue? Is it normal, or is something up?

Never mind. It would appear that the phone determines whether the bottom lights should be on based on the ambient light detected by the front facing camera. This is with auto brightness off. Not sure if there is a setting to change this.

I don't think it uses the front facing camera. It uses the photo sensitive proximity sensor inside the V of the Verizon logo.

This annoys me too. I would rather them just be on all the time the screen is on. In several situations it has "predicted" incorrectly whether they need to be on or off.
 
Related to the auto brightness is why doesn't the screen get brighter when eposed to bright light. I have tested this several times and there is no change in the screen brightness when going from dim to bright light. Do I have adefective phone or is this normal? The onlly change I see is the keys on the bottom turn off/on.
 
My girlfriends phone won't shut the bottom lights off.. if the screen is off they flicker on and off constantly... She is going to return it for a new phone this week.
 
My mom is having problems with her tbolt's bottom lights not lighting up also. I'm not sure under what conditions this happens but its bugging the crap out of her. Any suggestions on the correct settings to make the lights function correctly?
 
This happened on my OG Droid but the slide out key board wouldn't stay lit either. Very annoying when trying to type in a dark booth/room.
