I wouldn't fret.. first, these are rally low-level 'apps' that are more hooks to the OS for other stuff to run. They don't do anything unless there's something loaded on top of them. The Nexus 6 came with similar stuff... a low level thing from Verizon, some stuff from Sprint, etc.
Again, don't think of these on the same level as you getting VZ Navigator installed when you didn't want it... they don't do squat unless you pop in a Verizon SIM and start doing stuff with Verizon apps.... which any sane and reasonable person wouldn't do because Verizon apps were written by a team of inebriated howler monkeys.

Forgot to mention... the reason why they are there is that there are some things that Verizon will load on Pixels that are on their network that require some hooks into the system software. So by including this is the Pixel's core image, that means Google can avoid having to release and maintain different builds for each and every carrier. They tried that with the Nexus 6, it wasn't pretty.
