Why is there no update for GB stock browser. Few websites like irctc.co.in do not function properly on this browser.

Gingerbread is a fairly outdated version of Android that is not maintained any longer (save for security updates.) You can download another browser such as Firefox, Chrome, Dolphin, Opera, etc... and see if any of those load the sites you need.
