Busy signal calling certain number on Samsung Note 3

I've recently been having issues when calling certain number that my phone either starts ringing a few times then I get a busy signal or sometimes just a busy signal right away.

I know I'm not blocked from these number because it is my mother's.

I can call any other number and from other phone I can call that number. How to solve this problem?

Ringing a few times, then going to busy sounds like a carrier reject (your mother's kine info is rejecting your carrier). As B.Diddy said, speak to your carrier - if it is something in your mother's phone's line card (or whatever they call it since it's no longer a physical card, just computer entries), the carrier (hers) has to correct it.
