Is it better to buy an app on your pc or with your phone. If you buy it on the pc can you put it on the phone ? Just wondering in case something happens to the phone

Your Google account contains your payment information (credit card number, billing address, etc.)
I'd advise you to input this information on the computer, only because it's easier.
As soon as you do that, you can visit market.android.com and purchase directly from your computer and have it download to your phone when you visit the market, or you can browse the market from your phone and make any purchase you want in 2 or 3 button presses.
Simple as that.
All purchases are tied to your Google account. If you lose your phone or upgrade it, your apps can be re-downloaded when you sync your Google account to the new phone.
