It's a little confusing as to what it actually does. Is it an actual launcher or just allow you to import other home screens for other smartphones?

It's a launcher that allows you to apply home screen layouts that have been uploaded by other users

It's a launcher that lets you design and customize your own screens, icons, etc, but it also lets you choose from a huge gallery of homescreens uploaded by other users. There's over 10,000 and counting homescreens to choose from as of now. So, it's really useful whether you're a beginner, or if you've been designing for years.
