Call Blocking Function?

Do the Moto and/or Droid devices have a built-in call blocking function like the Samsung devices do? I realize they all have "Do Not Disturb" but I want something that will block a call and send it straight to voicemail without interrupting what I'm doing. I watch a lot of media on my devices and hate when a phone call stops my streaming and takes up the entire screen. On my Note 4 I could block all calls or have just a little pop-up on the screen when I get a phone call. Anything like this for the Moto/Droid lineup without the use of a 3rd party app? If not, what is the best 3rd party app to block calls as needed.

If you are already using the phone, the call will be in a notification at the top of the screen rather than the entire screen
