Call Forwarding option disabled on T-Mobile?

When I go to More > Settings > More Settings, the option for Call forwarding, Call barring, and Call waiting are all grayed off, as if they are disabled.
Does anyone else on T-Mobile have this issue, or know of a solution to enable them?

Mine looks grayed out but when you touch it, gives you a pop up window to add the number you want to forward to!

My T-Mobile, Galaxy Note 5 is also GRAYED and it is indeed disabled.

When I turn off wifi and the phone connects directly to cellular network, then the settings un-gray and become usable.
