I am by no means an expert, but I had a similar issue and here was my two app solution for android phones:
Free App Solution: Go to play store and download Lightroom CC. It has a camera icon you click on and then there is a screen swipe option to swipe all the way to the right that brings up exposure enough for the flash to catch close up macro shots.
$1-$2 App Solution: Go to play store and download Snap Camera HDR (there is a trial version). It also has a somewhat half moon camera menu option when you touch towards the bottom of the screen when you are about to take the shot that has a hidden flash setting I have not seen with any of the other apps....the flash holds on for the entire shot.
