Thought I'd add my opinion of the 3 minutes I spent playing with the camera on the S4. I had my HTC One side by side with the S4 inside a Sprint store.
The picture (as shown on both displays) looked much better on the S4. More detail could be seen. It was enough to discern even on a 5" screen being held at arm's length.
The video was even better, which I didn't expect. I was critical of how the video recording functioned on the S3. But S4 handles things totally different. The panning action was smooth (no judder or artifacts), the frame-rate seemed consistent, and the exposure adjustment via metering didn't seem too aggressive. Keep in mind this was with out-the-box settings on both devices.
In my opinion, I'd say that the S4 has the best picture quality in good lighting (sans macro shots). I didn't get to use it in less than ideal lighting so I can't make a judgement call. For video recording, I give slight edge to the HTC One, only because it has OIS and the ability to lock the focus (which I'm surprised no one has talked about). Again this was nothing scientific, it's only based on what I saw with my own eyes using both side by side. I'm sure others might feel different.
