can a Motorola MC45 be unlocked ?

can anyone direct me to where i should be looking to find out if this phone can be reset or unlocked, tried a couple of online unlocks through IMEI but none of them have the tool for this particular phone

If you have completed your contract and are current with your payments then Verizon will provide you the code to unlock the phone. Give customer service a call.

im in the UK so i should try my carrier or maker of the phone?
